Prepared for the October 10, 2007 RAB Adak RAB
Prepared by Navy - Jim Brown, Gary Simmons and Mark Wicklein

2007 FIELD SEASON UPDATE

  1. Lake Jean and Combat Range (C1-02) clearance; July through August; USA Environmental; 20 people

This project has been delayed until 2008 due to difficulties with the planning documents.

  2. Rifle Grenade range (RG-01) clearance completion; included in the work under 1. above

This project is associated with 1. above

  3. Land Use Control\UXO awareness revisions; June and July; Tetratech; 8 people

The Navy contractor completed land use controls (LUC) improvements at various site locations. The improvements include:

A TV monitor and DVD player were installed at the airport terminal and a new LUC/UXO awareness video was developed. The new video will run on a schedule of 1 hour before arrival and continuing for 1 hour following departure for each scheduled commercial flight.

New gates were installed at Metals, Roberts, and White Alice landfills and fence repairs were completed at the three landfills and along portions of the eastern and southern boundary of Parcel 4.

Excavation notification signs were installed at sites where Navy notification is required for any planned excavation activities; additional excavation prohibition signs (no digging) were installed at the four closed landfills (Palisades, Metals, Roberts, and White Alice) and new ordnance signs were installed on the eastern, southern and western boundaries of Parcel 4 and along the Lake Andrew seawall.

Hiking trail maps were updated with new information and copies were provided to US Fish & Wildlife office for distribution. Approximately 50 maps have been distributed to visitors in July and August. With the seasonal closing of the fish and wildlife office in September, map distribution has been handed over to Al Giddings and the Aleut Housing Authority (AHA).

A copy of the new LUC/UXO awareness video, hiking trail maps, sports bottle, and bookmarker were distributed to on-island residents. The LUC/UXO video, tri-color markers, coloring books, and water bottles were provided to the school. Copies of the video were also given to contractors like Boeing and Manson for showing as part of the training program.

Lastly, there were some minor repairs made to select monitoring wells on the island and an inspection of the drainage channels was conducted at three of the closed landfills (Metals, White Alice, and Palisades).

The LUC improvements field effort was completed in early August and a report is due out later this fall.

  4. Free-product recovery; one week a month continuous through August; Sealaska-Tetratech; 2 people

    • The technically practicable endpoint for product recovery systems not dependent on water table depression (monitoring wells) has been achieved on sites NMCB, South of Runway 18-36, and SWMU 62.
    • Recovery trenches installed last field season in South of Runway 18-36 and SWMU 62 have not met the endpoint criteria, therefore recover efforts will continue at these two sites.
    • Due to the recovery trenches not meeting the endpoint criteria, the Navy plans to continue free-product recovery on monitoring wells that are producing measurable quantities until the recovery trenches achieve practical endpoint.

  5. Annual long-term monitoring; Sept; Sealaska-Tetratech; 7 people

The annual groundwater and landfill monitoring was completed in late September. The field effort took approximately 3 weeks to complete. Following laboratory analysis and data validation, summary reports will be prepared and submitted for regulatory review. Overall, the field effort went well with minimum problems experienced.

  6. Annual institutional controls inspection; Sept; Sealaska-Tetratech; 1 person

The annual institutional control inspections were completed in September. All deficiencies noted during the previous inspection (September 2006) were corrected. A summary report is due out to the agencies in mid December.

  7. Marine monitoring; June; Sealaska-Tetratech 2 people

The Navy contractor completed the biennial marine monitoring in June. The draft report has been sent to the agencies for review. The current fish consumption advisory includes rock sole from both Kuluk Bay and Sweeper Cove and blue mussels from Sweeper Cove. The 2007 sampling results support the current fish consumption advisory with no recommended changes. Monitoring will continue on an every other year basis. Following finalization of the marine report, a fact sheet will be sent to all on-island residents summarizing the monitoring results and the status of the current fish consumption advisory.

  8. Andrew Lake Seawall Sweep; September; EOD Whidbey Island Detachment; 2 people

This project is scheduled for September\October of this year.
