Amulet Housing, Well AMW-706 Area Petroleum Site

Background
The Amulet Housing, Well AMW-706 Area is located along the eastern edge of Amulet Housing, on the east side of Travis Way, and west of Runway 18-36. The site is approximately 0.5 miles north of Sweeper Cove. Well AMW-706 was installed during the remedial investigation at Tank Farm A and was part of a group of regional wells used to determine groundwater quality and flow characteristics outside of the Tank Farm A source areas (US Navy 1999a). The institutional control portion of this site consists of approximately 0.09 acres.

Total lead was the only analyte detected in groundwater that exceeded screening criteria in samples collected in 1993. These high levels were found to be due to high turbidity in the environmental sample collected from the well since the total lead analytical results from groundwater samples collected between 1999 and 2000 using low-flow and low-turbidity methods were below the Alaska DEC 18 AAC 75 Table B-2 lead criterion. Screening was not performed for surface water and sediment at South Sweeper Creek because the sediments could be impacted by multiple sources; these sediments were evaluated under a separate investigation.

In 1996, the site was retained for further evaluation under the SAERA process because, although the maximum subsurface soil concentration for DRO was below the screening criterion of 5,000 mg/kg for residential sites, the source area is located less than 200 feet from the downgradient exposure medium (DEM), South Sweeper Creek.

Identified Contaminants
Soil analytical data collected from depths of less than 15 feet were compared to Alaska 18 AAC 75 Table B-1 Method 2 values; 4 exceedances of these criteria were noted in data collected from 3 locations (05-261, 05-263, and AMW-706) for DRO. Exceedances were located south of, east of, and at well AMW-706.


Petroleum Institutional Controls

  • Groundwater Restrictions
    Domestic use of groundwater in the Downtown Area is restricted because of the potential presence of petroleum compounds and other chemicals in the groundwater. Domestic groundwater use is defined as that used by households or transients for human and animal consumption, cooking, bathing, showering, gardening, irrigation, or use on consumable food products, watering animals and any other domestic use. The excavation notification program at individual sites provides one barrier to drilling; enforcement of the prohibition will also occur through periodic visual inspections. The visual inspections will focus on unauthorized wells in the restricted area. Groundwater use restrictions are included in the equitable servitude.

  • Inspections and Reporting
    The ICs identified in this plan will be inspected and reported on an annual basis, or as necessary. Annual site inspection reports will present the results of inspections. The annual reporting requirements will be included in CERCLA 5-year reviews.

  • Land Use Restrictions
    Commercial and industrial land uses and continuing residential land uses where housing exists in the Downtown Area are permitted in accordance with the Interim Conveyance document. Residential housing is allowed in existing housing units located at Amulet Housing, Arctic Acres Housing and SWMU 62. Future residential housing construction will be evaluated for impacts to ongoing petroleum cleanup activities.

  • Soil Excavation Restrictions
    Soil excavation notifications are required for all the Downtown Area Petroleum sites with ICs. The excavation notifications will be required for each proposed excavation below 2 feet. The notifications will be evaluated to determine whether a proposed project at an IC site is consistent with the land use restrictions. The notifications are an additional tool for the Navy to receive timely information (in the absence of local zoning requirements) to monitor land use restrictions.

  • Other Engineering Controls
    Other engineering controls include landfill caps (CERCLA sites), free-product recovery wells (SAERA sites), and free-product recovery trenches (SAERA sites).
