The purpose of the Institutional Control Management Plan (ICMP) is to describe the mechanisms that have been implemented to ensure the reliability of institutional controls at the former Adak Naval Complex. This plan describes the institutional controls selected for the Operable Unit (OU) A Record of Decision (ROD) sites, which include chemical release sites and the landfill sites. Petroleum sites, originally included in the OU A ROD signed in 2000, have been removed from the OU A ROD through an amendment to the ROD clarifying that the state of Alaska has jurisdiction over the cleanup of petroleum sites. The OU A ROD amendment does not eliminate the need for institutional controls at relevant petroleum sites. The ICMP also includes the OU B unexploded ordnance (UXO) awareness educational requirements, as well as OU B-1 ROD specified institutional controls related to RCRA site closure.

The ICMP has been revised to reflect the remedial activities and property transfer actions that have taken place since 2001. Specifically, the following activities have been incorporated into the revised ICMP:

  • summaries of recent remedial actions and the results of recent comprehensive monitoring at petroleum, CERCLA, and landfill sites and water bodies; landfill closures; removal of oil-water separator (OWS) and contaminated soils; installation of monitoring wells; closure of abandoned petroleum pipelines; free-product recovery; and re-design of product recovery systems at OU A sites.
  • appropriate reference to the final FOST for Parcel 1A, the draft Finding of Suitability to Transfer (FOST) for Parcel 1B and Parcel 1A Addendum, and the current Equitable Servitude, Easement, and Right of Entry Language
  • publication of the Proposed Plan to amend the OU A ROD
  • changes to the UXO Awareness Education Plan, the IC Excavation Notification Form, and the Primary Inspection Checklist
  • revisions to site coordinate descriptions, replacing Navy grid with state plane coordinates

The ICMP serves several purposes including:

  • notifying current and future users about the environmental conditions of the property that is encumbered by institutional controls
  • describing where and how land use will be limited to commercial/industrial and recreational uses
  • prescribing a process for inspection and maintenance of institutional controls and engineering controls
  • providing tracking information to regulators to ensure that the property use remains consistent with land restrictions required by selected institutional controls
  • summarizing details about the education plan to keep the community aware of the land use restrictions.

The Navy will monitor, inspect, and document the effectiveness of institutional controls on the Adak Naval Complex in accordance with the procedures in this ICMP. As inspection data are obtained and evaluated over time, the institutional controls may need to be modified to provide continued protection of human health and the environment. If changes to the institutional controls are required, the U.S. Environmental Protection Agency (USEPA) and the Alaska Department of Environmental Conservation (ADEC) must approve them.
