ROICC Contractor's Area (UST ROICC-8) Petroleum Site

Background
The ROICC Contractor's Area is located north of the runways and downtown Adak in an unpopulated area, approximately 0.5 mile west of Kuluk Bay. ROICC-8 is located on the western edge of the ROICC Contractor's Area. The site had one 1,300-gallon UST (UST ROICC-8), which was removed in 1995. The history and usage of the UST are not documented, but the tank is believed to have been used to collect and store diesel-range and heavier petroleum product (US Navy 1999a). The ROICC Contractor's Area is approximately 3.68 acres.

In 1996, nine monitoring wells and two soil borings were installed at the site. DRO concentrations in the soil ranged from not detected to 801 mg/kg. GRO and BTEX were not detected in the soil. The maximum DRO and GRO concentrations reported in groundwater samples were 500 µg/L and 817 µg/L, respectively, from well 08-153. In addition, benzene was detected at a concentration of 24.8 µg/L in well 08-151.

In 1998, groundwater from wells 08-153 and 08-160 was resampled. Benzene and GRO were detected at concentrations of 1.4 µg/L and 110 µg/L, respectively in well 08-153. Xylenes were detected at levels barely above the detection limit in both wells. No other constituents were reported.

In 1999, these two wells were resampled as part of the limited monitoring program. Analytical results from groundwater samples collected during the first year of comprehensive monitoring were below the Alaska DEC 18 AAC 75.345 Table C values.

Identified Contaminants
Soil analytical data collected from depths of less than 15 feet were compared to Alaska 18 AAC 75 Table B-1 Method 2 values; 6 exceedances of these criteria were noted in data collected from 4 locations (08-152, 08-157, 16, and 17) for at least one of the following analytes: benzene, DRO, and GRO. Most exceedances were located near the former tank area.


Petroleum Institutional Controls

  • Groundwater Restrictions
    Domestic use of groundwater in the Downtown Area is restricted because of the potential presence of petroleum compounds and other chemicals in the groundwater. Domestic groundwater use is defined as that used by households or transients for human and animal consumption, cooking, bathing, showering, gardening, irrigation, or use on consumable food products, watering animals and any other domestic use. The excavation notification program at individual sites provides one barrier to drilling; enforcement of the prohibition will also occur through periodic visual inspections. The visual inspections will focus on unauthorized wells in the restricted area. Groundwater use restrictions are included in the equitable servitude.

  • Inspections and Reporting
    The ICs identified in this plan will be inspected and reported on an annual basis, or as necessary. Annual site inspection reports will present the results of inspections. The annual reporting requirements will be included in CERCLA 5-year reviews.

  • Land Use Restrictions
    Commercial and industrial land uses and continuing residential land uses where housing exists in the Downtown Area are permitted in accordance with the Interim Conveyance document. Residential housing is allowed in existing housing units located at Amulet Housing, Arctic Acres Housing and SWMU 62. Future residential housing construction will be evaluated for impacts to ongoing petroleum cleanup activities.

  • Soil Excavation Restrictions
    Soil excavation notifications are required for all the Downtown Area Petroleum sites with ICs. The excavation notifications will be required for each proposed excavation below 2 feet. The notifications will be evaluated to determine whether a proposed project at an IC site is consistent with the land use restrictions. The notifications are an additional tool for the Navy to receive timely information (in the absence of local zoning requirements) to monitor land use restrictions.

  • Other Engineering Controls
    Other engineering controls include landfill caps (CERCLA sites), free-product recovery wells (SAERA sites), and free-product recovery trenches (SAERA sites).
