SA 80, Steam Plant 4 Petroleum Site

Background
Steam Plant 4 is located in the northern end of downtown and was used to supply steam to various buildings in the area. The plant was built in the late 1940s and was operational until 1995. Underground storage tanks (USTs) 27089 and 27090 were installed in 1950 and stored JP 5 fuel used for the boilers in the steam plant. Two small releases were reported at the site in June 1991 (approximately 50 to 70 gallons) and May 1995 (trace amounts). Investigations were performed at the site from 1992 to 1997. Petroleum hydrocarbons were detected in groundwater at concentrations greater than state cleanup levels and free product was identified on the groundwater surface. Passive free-product recovery was conducted from 1997 to 2000.
The OU A Record of Decision (ROD) identified free-product recovery as the interim remedy for this site in 2000. The 2005 Decision Document identifies monitored natural attenuation (MNA) and institutional controls (ICs) as the final remedy selected for this site. Monitoring commenced during 2005.
Identified Contaminants
Petroleum hydrocarbons in soil and groundwater
Current Actions
The Navy conducts natural attenuation monitoring at six wells annually.
