SWMU 11 - Palisades Landfill CERCLA Landfill Site

Background
Palisades Landfill was the primary disposal area for all operations on Adak Island from the 1940s to approximately 1970. The landfill is situated in a ravine adjacent to Kuluk Bay, and a small stream (Palisades Creek) runs through it. Investigations in 1988 and 1992 found that chemicals were present in soil and sediment. Although no in-depth investigations were performed, the Federal Facilities Agreement parties concluded that performing an interim remedial action was the best option. Therefore, an interim action Record of Decision (ROD) was completed and signed in 1995. The interim action included covering the landfill and monitoring rock sole and blue mussel tissue in Kuluk Bay. The landfill was covered in 1996. Institutional controls (ICs) were implemented after they were established in the 2000 OU A ROD to ensure that the remedy remains protective of human health and the environment.

Current Actions
The Navy maintains and inspects ICs annually. The Navy conducts surface water/sediment sampling at three locations annually for closure monitoring. The Navy monitors rock sole and blue mussel tissue in Kuluk Bay on an every other year basis.


Landfill Institutional Controls

  • Inspections and Reporting
    The ICs identified in this plan will be inspected and reported on an annual basis, or as necessary. Annual site inspection reports will present the results from future inspections. The annual reporting requirements will be included in CERCLA 5-year reviews.

  • Land Use Restrictions
    Outdoor recreational land use is allowed under the OU A ROD. Examples of recreational land uses include hiking, bird watching, hunting, nature watching or any other short-term, non-intrusive activity on the land. The Former Loran Station land use is commercial and industrial. Some examples of commercial and industrial uses include manufacturing, industrial research and development, utilities, commercial warehouse operations, and retail gas stations.

  • Soil Excavation Restrictions
    Excavation Notifications are required for all the Remote Area CERCLA sites. The excavation notifications will be required for each proposed excavation below 2 feet at each of the ICs sites. The notifications will be evaluated to determine whether a proposed project at an IC site is consistent with the land use restrictions. The notifications are an additional tool for the Navy to receive timely information (in the absence of local zoning requirements) to monitor land use restrictions.

    At some sites, such as SWMU 21A and SWMU 67, where the remedy in place is a protective cover, excavation by non-Navy personnel is absolutely prohibited. Recreational land uses, which add additional cover (e.g., ball fields or golf course), may be permissible. Navy personnel will be allowed to excavate for the purposes of repairing caps, etc.


Landfill Engineering Controls

Signs and soil cover are in place at the landfills. The signs and soil cover will be inspected annually, or as necessary, to ensure that the signs are legible and that the soil cover remains in place.
