The meeting was held at the Alaska Department of Environmental Conservation Offices (Anchorage), the Bob Reeves High School Conference Room (Adak), and the Engineering Field Activity Northwest Offices (Poulsbo). The participants from each location communicated by telephone. The participants were the following:

  1. Navy Field Schedule:
  2. The Caretaker Site Office (CSO) could not download and print PDF File. EFA NW will transmit hardcopies of current Navy field schedule as soon as possible. Hardcopies will be provided to RAB members with packets for the next formal RAB meeting.

    Chris Gates asked how it is possible that FOST is completed before the cleanup on the petroleum sites on Adak. It was explained that petroleum cleanup is not on the critical path to completion of the FOST. Petroleum is not a hazardous substance and is not part of the CERCLA 120(h) covenant considerations.

    It was explained that the Navy schedule does not show projects for which funding has not yet been received. Among these projects are the Focused Feasibility Studies for the Tanker shed, NORPAC Hill, Arctic Acres and the closure of the abandoned 12" diesel pipeline. When they are funded (if they are funded) they will be included on the schedule. The projects shown on the schedule are those that have been funded for execution. The Navy (Langston Walker and Mark Murphy) explained that funding is being pursued for these projects to allow execution in the 2001 field season.

    Chris Gates asked about the basis for the reduced budget and what the magnitude of the budget reductions are. It was agreed that a more detailed discussion of the budget and schedule status should occur at the next RAB meeting. Chris Gates asked if TAC or State of Alaska could help in restoring the budget for Adak environmental work in 2001. The Navy stated that it was not appropriate for the Navy to advise stakeholders on how to influence the budget process. EFA, NW requested the funding, and the topic will be discussed at the next RAB meeting when additional information is known.

    Chris Gates asked if the schedule would show any additional milestones needed to support transfer. EFA, NW will add more detail to the schedule, to reflect the milestones needed to support transfer in addition to environmental cleanup work to be completed during the land transfer process.

    Chris Gates said that the schedule is important to the Aleut Enterprise Corporation so they can prepare accordingly for the field season. He asked that the field season schedules be included. The Navy agreed to add the information.

  3. Institutional Control Management Plan (ICMP):

    Patty Kelly said that comments have been received on the document, and the Navy has requested an extension into June to address those comments.

  4. Petroleum and Miscellaneous Cleanup Discussions:

    Langston Walker said the Airport ditch and transit road bridge seep control measures will be implemented this field season and have not been affected by potential budget reductions. Chris Gates asked that the information be included on the schedule. Mr. Walker agreed to add the information.

    Langston also stated that there are a number of focused feasibility study plans under review by the agencies. Elim Yoon said that she is missing the work plans for the airport ditch and the traffic circle seep control. Langston will provide them, and include them on the schedule.

    Cathy Villa asked that the airport ditch and traffic bridge seep control be discussed at the next RAB meeting. Chris Gates requested that any work plans or FFS documents relative to petroleum cleanup to be completed during the 2001 field season be made available to allow him to review them. Langston agreed to send copies to TAC, specifically Chris Gates, for review.

    Langston also said that the building demolition work would be going on this summer. He said the contractor has not completed their schedule for work, so what is reflected on the schedule is rather vague. He said what is provided is a working schedule and changes will be made accordingly. Langston said the contractor must complete this work by the end of the 2001 field season, because it ties in with the closure of Roberts Landfill. He said Roberts Landfill is slated to be closed later this summer.

  5. OU "B" Proposed Plan Comment Period:

    Mark Murphy provided the current status of the development of the OU "B-1" Proposed Plan. It was stated that while the current goal was to begin the proposed plan comment period on May 3, it was likely that this date would be delayed. It was also explained that the delay might cause the proposed dates for Adak and Anchorage proposed plan public meetings to be moved from May 22 and 24th to May 29th and 31st respectively. There was general agreement that these dates would be acceptable by participants. He also said that would change the next RAB meeting date to May 30. The participants agreed that this would be acceptable.

    Mark said the meeting dates, locations and times will be posted on the Adak Update website, advertised in the Anchorage Daily News, and posted on the Adak informational television channel. Chris Gates suggested that Dr. Scrudato provide comments on the OU "B-1" Proposed Plan. It was agreed that the RAB would discuss such tasking with Dr. Scrudato. Patty Kelly asked that the taskings discussed with Dr. Scrudato be within the approved statement of work.

  6. Miscellaneous:

    Chris Gates asked if budget issues reflected on the Navy field schedule indicate a change in philosophy in the priority assigned to protection of human health and the environment on Adak. Langston pointed out that the priority has been and will always be protection of human health and the environment. It was explained that funding for all work originally planned for 2001 execution was still being pursued. Chris Gates specifically asked about the diesel pipeline abandonment and whether that is going to be done. Langston stated that in order to prioritize actions and have the Navy be where it needs to be for transfer, the pipeline abandonment may not get done this summer. He said the priority is to address the seeps as an interim step this summer, and get the fieldwork and data necessary to complete the focused feasibility studies and get to final remedies. It was stated that EPA has responded to a few of those issues in his work plan comments to the Navy. It was suggested and agreed that those issues and questions be discussed at the next RAB meeting.

    The Adak Information Repository is being updated by on Island CSO staff. The CSO will try to complete the inventory by May 30. Copies of documents may have to be made.

    The Adak Update Newsletter is scheduled to be mailed to the members on April 26.
