  1. Meeting Location
  2. The meeting was held via teleconference with participants calling in from the Reeve's High School Conference Room on Adak, the Alaska Department of Environmental Conservation (ADEC) office in Anchorage, NAVFAC Northwest in Silverdale, Washington, as well as Juneau Alaska, Port Orchard WA, Bainbridge Island WA, and Olympia WA.   3. Welcome and Opening Remarks
  4. Community co-chair Ms. Esther Bennett and Navy co-chair Mark Wicklein called the meeting to order at approximately 6:10 p.m. (Adak time). Mr. Wicklein began by reviewing the agenda and asking for changes or additions. He then proposed adding two items to the agenda: (1) Comments, Questions and Concerns, to take place after the technical discussion, and (2) Summary of the Adak Partnering Meeting that took place in March, 2009. There were no objections.

    Mr. Wicklein asked whether the attachments to the November 2008 minutes, regarding the barrel retaining wall at the metals landfill, were sent with the meeting package. They were not, and Mr. Bill Rohrer agreed to send these attachments to all meeting invitees.

  5. Approval of Minutes
  6. Mr. Wicklein called for an approval of the November 8, 2008 minutes. Ms. Mary Grisco pointed out that only three voting members were present, which did not constitute a quorum. One-third of the community RAB members constitutes a quorum (presently 17 voting members). Approval of the minutes was tabled until later in the meeting if more members arrived, or at a later meeting when a quorum could be present.

    There were no comments to the November minutes from the participants that attended.

  7. 2009 Field Season Update
  8. Mr. Wicklein proceeded to the next item on the agenda, the 2009 Field Season Update, and presented the information. The presentation generally followed the material in the printed 2009 Field Season Update, which had been provided to RAB members before the meeting (in the mailed RAB information packets and the posting on the Adakupdate.com website).

    Mr. Wicklein stated that the format of the meeting is to present all of the planned field work, followed by individual reports on non-field work, including completed work and planned work.

    Mr. Wicklein stated that five contractors plus the Navy Technical Representative will be on Adak between May to October this year. The contractors are: Sealaska, EOD Technology, Tetratech, the Navy EOD Detachment NW team, and a Quality Assurance contractor (not yet selected).

    • Landfill and Land Use Control Repairs/Upgrades

      This project involved repairing sections of the Metals and Palisades Landfills, fencing in Parcel 4, monitoring wells, and updating the business section of the Airport UXO Educational Awareness DVD.

    • Free-Product Recovery

      One week a month (continuous)?

      This project involved removing free-product at the NMCB, South of Runway 18-36, and SWMU 62 sites.

    • OUB-1 Remedial Action

      EOD Technology (EODT)
      35-45 people this summer (60 to 70 people last summer); continues 08 work June through October

      This is a munitions clearance project and is a continuation of work performed in 2008. The work is being performed at Mount Moffett Sites MM-10F, MM-10G and MM-10H (366 acres).

    • Munitions Quality Assurance

      Contractor to be determined
      5 to 10 people on island to monitor EODT's work; same as last year May through October

      This is the Navy independent quality assurance contract for the OUB-1 munitions clearance work that is planned for the 2009 field season.

    • Annual Monitoring and IC Inspections

      Sealaska
      10 to 12 people
      Three weeks starting early September

      This is the annual groundwater and landfill monitoring project. The annual institutional control inspection will be completed during this same time period as well.

    • Marine Monitoring

      Sealaska
      3 to 5 people
      One week starting early June

      This project samples rock sole and blue mussels in Kuluk Bay and Sweeper Cove for polychlorinated biphenyls (PCBs).

    • Andrew Lake Seawall Sweep

      One week in September

      This was the annual clearance of surface munitions from the Andrew Lake Seawall.

    • Pipeline Decommissioning and Excavation

      May through Late August or early September

      This project involves pipeline cleaning and closure in the downtown area (approximately 9 miles).

  9. Adak Munitions Update

    The Adak Munitions Update was presented by Mark Wicklein. This was a summary of the non-field work completed since the last meeting, as well as work planned between now and the next RAB meeting.

  10. Petroleum Sites Update

    Ms. Layna Goodman presented a summary of the Petroleum Sites Update.

    Non-Field Work Performed Since the Last RAB Meeting

    • Area 303

      The The Navy developed a Focused Feasibility Study report for this site. Discussions are on-going between ADEC and the Navy concerning the results.

    • Pipeline Decommissioning

      The Navy evaluated contractor bid packages for work planned during the 2009 field season.

    • EE/CA Documentation

      The Navy began developing an Engineering Evaluation/Cost Analysis for the Former Power Plant, T-1451 and SWMU61, Tank Farm B. This work begins to address recommendations from the 2006 Annual Groundwater Monitoring Report concerning these two sites.

    Non-Field Work Planned Before The Next RAB Meeting

    • Area 303

      Continue discussions between ADEC and the Navy concerning the preferred remedy for this site.

      Develop the proposed plan for this site if discussions between ADEC and the Navy on the subject conclude.

    • Pipeline Decommissioning

      A contractor for the 2009 field season has been selected, and stakeholder input is currently under review.

    • EE/CA Documentation

      Complete the EE/CA and develop a remedial design work plan for any additional work, as warranted.

    • Antenna Field Site

      Plan for additional site characterization based on results of the 2006 Petroleum Summary Report.

  11. Monitoring/Site Closeout Update

    Ms. Goodman continued with a summary of annual monitoring and institutional controls activities.

    Non-Field Work Performed Since the Last RAB Meeting

    • The draft final Institutional Controls report is undergoing comment resolution.

      The draft Groundwater Monitoring Report and Landfill Monitoring Report are undergoing review by ADEC, EPA, and the Navy.

    Non-Field Work Planned Before the Next RAB Meeting

    • The Institutional Controls, Landfill Monitoring and Groundwater Monitoring reports will be finalized.

  12. Adak Partnering Meeting

    Ms. Goodman and Mr. Wicklein described the Adak Partnering Meeting, which took place in Seattle on March 3, 2009 and consisted of the Navy, ADEC and EPA project managers for Adak plus their supervisors. The plan is to continue these meetings on an annual basis, as well as a monthly meeting among the respective Project Managers. Mr. Guy Warren commented that the meeting was useful for understanding the Navy's issues with respect to contractors.

  13. Question, Comments and Concerns

    Ms. Esther Bennett pointed out that work will be starting on the planned expansion of the small boat harbor, and asked whether there is a concern regarding the dredging of contaminated materials, and the timing of the Navy's marine tissue monitoring program, which occurs every two years. In 2005, the tissue monitoring occurred immediately after the harbor was disturbed.

    Mr. Guy Warren discussed sampling requirements for dredging permits and the need to characterize the harbor before it is disturbed. In particular, dredging areas and existing spoil piles will be characterized for PCBs and appropriate action taken. The Navy's marine tissue sampling is not connected with the dredging project; however, ADEC will coordinate with Navy regarding the best timing.

    The ADEC Project Manager who is working on the dredging project is Bill O'Connell. He is one of the senior Project Managers in the state and private sites program and will be the contact person for questions regarding the Sampling Program for the Small Boat Harbor Dredging operations.

    1. Mr. Wicklein contacted Ms. Bennett to discuss co-chair responsibilities (complete).

    4. URS posted RAB by-laws and the meeting minutes to the Adak Update web site (complete).
    5. Ms. Goodman reviewed the institutional controls inspection report with respect to Mr. Krukoff's comments concerning the Roberts Landfill (complete - repairs to landfill in 2009 field season).
    6. Mr. Wicklein provided information discussed during previous RAB meetings to URS concerning the buttress along the beach north of Metals Landfill containing wood and metal debris. URS added this information to the minutes of the RAB meeting and posted it on the Adak Update web site (complete).

  15. Review New Action Items

    1. URS will mail the attachments for the November 2008 meeting minutes to all RAB invitees.
    2. Mr. Rohrer will review the formatting for information sheets posted on the Adakupdate.com website, to ensure old formatting is not retained in the header.
    3. URS will post the meeting minutes on the Adak update web site.

  16. Preliminary Agenda for Next Meeting

    Mark Wicklein suggested that a proposed agenda be e-mailed or mailed out about a month before the next RAB meeting. The proposed agenda would be jointly developed by Esther Bennett and Mark Wicklein. Interested RAB members could then e-mail or call their comments in to Mark Wicklein and/or Esther Bennett, and refinements to the agenda could be made accordingly.

  17. Set Date for Next RAB and Adjourn

    Mark Wicklein and others discussed that the next scheduled RAB meeting will convene on Adak on Wednesday, October 14, 2009.

    The meeting was adjourned at 6:50PM, Adak time.
