PCB Stockpile Area

A limited soil removal action in 1996 included removal of a stockpile of PCB-laden soil from one of the paved areas and removal of surface soils in the area where the highest PCB concentrations were detected. Stockpiled soil that contained PCBs at concentrations below 50 mg/kg were transported to SWMU 67 (see below) and spread over the PCB spill site there. Stockpiled soil that contained PCBs at concentrations exceeding 50 mg/kg was shipped off island in 1997.

SWMU 17

Power Plant 3 Area

This site was determined to pose excessive risk to ecological receptors due to the presence of total inorganics, semivolatile organics, and PCBs in surface waters and sediments of a waste oil pond. The waste oil pond and a retention pond at the site were drained and contaminated sediment removed in 1999. Confirmational sampling was conducted to ensure that remaining soils meet the cleanup level of 1 mg/kg of PCBs. Excavated sediments were treated by low temperature thermal desorption to reduce concentrations of petroleum. Treated sediments are suitable for use as daily cover at Roberts Landfill.

White Alice Upper Quarry

The site was a quarry and the location where drums of PCB-containing oil were disposed of. Approximately 780 cubic yards of PCB-contaminated soil was removed to the stockpile at SWMU 16A in 1992. A 20-mil liner and soil cover were placed over the areas of residual PCBs (concentrations less than 2 mg/kg).

Former Loran Station (including 3 USTs), Loran Paint Workshop Building, Loran Boiler, and Barracks

The site includes three former UST locations, a paint workshop, boiler, and barracks. Potentially hazardous debris including electrical equipment, PCB transformers, chemical containers, and paint cans were removed from abandoned buildings in 1991.

SWMU 67

White Alice PCB Spill Site

A PCB spill occurred in 1982. Sampling conducted in 1996 determined the boundary of the area with contamination exceeding 25 mg/kg. This 1-acre area was covered in 1997 with a multi-layered cap that included an impermeable geotextile membrane. Soils remaining at SWMU 67 have PCB concentrations below 25 mg/kg.

South Sweeper Creek

Sediments and fish tissue from this site, a receiving water body, were determined to pose excessive risk to ecological receptors, based on levels of PCBs and total inorganics. Sediment removal was completed in 1999.
